En s&#8217;associant \u00e0 ces mesures, il s&#8217;agit pour la Suisse d&#8217;\u00e9viter de devenir une \u00abplaque tournante du trafic de contournement\u00bb (FF 2001 p. 1364 ch. 2.1.1), ce qui
